Abstract
This study aims to analyze the performance of the Regional Disaster Management Agency (BPBD) of Semarang City in flood management in Tlogosari Kulon Village and to examine the collaborative governance process among the actors involved. This research employs a descriptive qualitative approach, with data collected through observation, interviews, and documentation. The informants consisted of Semarang City BPBD, the Semarang City Public Works Agency, the Tlogosari Kulon village government, and residents affected by floods in RW 8, RW 9, and RW 10. Performance was analyzed using Mahsun's performance indicators (input, process, output, outcome, benefit, and impact), while the collaborative governance process was analyzed through face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes based on Ansell and Gash. The findings indicate that the overall performance of BPBD Semarang City in flood management has been relatively effective. In terms of output, BPBD has implemented mitigation programs and facilities such as an Early Warning System (EWS), evacuation signs, disaster preparedness socialization, water pumps, and public kitchens, which generated outcomes in the form of increased community preparedness, evacuation knowledge, and inter-actor coordination. Benefits are reflected in increased community safety, faster logistical assistance, reduced inundation in certain areas, and stronger mutual cooperation, while the impact is reflected in a stronger disaster preparedness culture and cross-sector collaboration. However, the input and impact indicators remain suboptimal, particularly due to limited infrastructure such as water pumps, fuel and maintenance constraints, and an EWS that has not yet provided clear information on emergency levels. The collaborative governance process has involved BPBD, the Public Works Agency, the village government, and the community through coordination and role sharing, although challenges remain in the form of uneven information distribution, miscommunication, and differing perspectives in decision-making. Therefore, improving BPBD's performance requires strengthening infrastructure, refining the early warning system, and reinforcing communication, coordination, and commitment among actors.
