Abstract

Household waste management in Semarang City remains a challenge, characterized by high waste generation, low levels of waste segregation at source, limited facilities and infrastructure, and suboptimal community participation. West Semarang District has high levels of waste generation and waste management violations, necessitating an evaluation of the effectiveness of the waste management program implemented by the Semarang City Environmental Agency. This study aims to analyze the effectiveness of the regional waste management program, examine the synergy between the government and stakeholders, and assess the institutional role of the Environmental Agency in household waste management. The study employed a mixed methods approach with a sequential explanatory design, using questionnaires supplemented by interviews, observation, and documentation. The results indicate that the waste management program has contributed to increasing public awareness through outreach activities, waste bank development, and waste collection services. However, its effectiveness remains suboptimal due to limited facilities and infrastructure, low consistency in waste segregation, and weak stakeholder synergy. It is concluded that effective household waste management requires strengthened collaborative governance, increased infrastructure capacity, consistent waste segregation at source, and ongoing monitoring.
