IMPLEMENTASI MONITORING CENTER FOR PREVENTION (MCP) OLEH INSPEKTORAT DAERAH KOTA DEPOK

Abstract

The persistently high level of corruption cases in Indonesia, particularly at the local government level as one of the sectors with the highest corruption rates, underscores the need to strengthen corruption prevention efforts through more systematic instruments, one of which is the Monitoring Center for Prevention (MCP) developed by the Corruption Eradication Commission (KPK). MCP is designed as an indicator-based tool for monitoring corruption prevention performance that can be implemented by local governments; therefore, this study focuses on analyzing the implementation of MCP by the Regional Inspectorate of Depok City as the coordinator of MCP implementation at the local level. This study employs a descriptive qualitative approach, with data collection techniques consisting of in-depth interviews and documentation of guidelines, achievement reports, and supporting MCP documents. The findings indicate that MCP implementation in Depok City has been relatively well conducted in terms of policy standard clarity and understanding of indicators across the eight intervention areas. The Inspectorate’s human resources are considered sufficiently competent to carry out coordination functions, although the process of fulfilling supporting documents is still influenced by variations in data quality among local government agencies. The characteristics of the implementing institution indicate that the Inspectorate has an organizational structure and role that support MCP implementation, despite an administrative-oriented bureaucratic culture that continues to influence work dynamics. Overall, MCP implementation in Depok City can be regarded as successful in administrative and governance aspects; however, its effectiveness as a substantive corruption prevention effort cannot yet be directly measured and still requires further strengthening beyond procedural indicator compliance.
