Partisipasi Masyarakat Dalam Pengentasan Permukiman Kumuh Melalui Program Dana Alokasi Khusus (DAK) Integrasi di Desa Penawangan, Kecamatan Pringapus, Kabupaten Semarang Tahun Anggaran 2022

Abstract

Penawangan Village, Pringapus District, Semarang Regency, was designated as a slum settlement area through the Decree of the Regent of Semarang Number 050/0473/2020, covering 28.57 hectares. The 2022 Integrated Special Allocation Fund focused on RT 6, RT 8, and RT 9 of RW 02, categorized as moderately slum areas. Program implementation was influenced by variations in community participation and by internal and external factors. This study aimed to analyze the stages and levels of community participation and to identify the driving and inhibiting factors affecting community involvement. A method was applied through interviews and document analysis. The findings revealed that at the decision-making stage, the community attended meetings and proposed ideas. During implementation, participation occurred through involvement in physical activities. However, participation in maintenance at the utilization stage remained low. At the evaluation stage, the community provided feedback to implementers. Participation levels included incentive-based participation through labor contributions, functional participation through local institutions, and interactive participation during implementation. Supporting factors included motivation, age, and land value, while inhibiting factors comprised occupational constraints and land certification issues. The study recommends scheduling adjustments, administrative assistance, and community education to enhance participation sustainability.
