Abstract
Population growth in Salatiga City has led to an increase in the volume of waste at the Ngronggo Final Disposal Site (TPA) in Salatiga City. As a result, the Ngronggo TPA has experienced overload capacity, prompting the Salatiga City Government to discuss expanding the land to extend the life of the Ngronggo TPA. This plan has caused conflict between the government and the community surrounding the landfill, as there are concerns that it will have a negative impact on the community's life. The purpose of this study is to analyze the Ngronggo landfill conflict in 2024–2025, identify the factors causing the conflict, and examine the government's efforts to resolve the conflict. The research method used in this study is descriptive qualitative with techniques of interviews, observation, documentation, and data analysis through coding and source triangulation. Based on the results of the study, the Ngronggo landfill conflict occurred due to a misunderstanding between the government and the community regarding the expansion plan. The conflict was exacerbated by aggravating factors, including garbage flying from garbage trucks, rude drivers, unfulfilled compensation promises, lack of communication between the government and the community, and the community feeling neglected by the government because their concerns were not addressed quickly. The government attempted to resolve the conflict through dialogue, negotiation, and mediation. These efforts were able to temporarily ease tensions, but there is still a possibility of unrest if the results of the negotiations and mediation are not properly implemented by the government. This study emphasizes that community participation in the planning process, transparency of information, and improvement of the waste management system are crucial efforts in preventing future conflicts.
