PERAN PEMERINTAH DALAM PERLINDUNGAN TENAGA KERJA PEREMPUAN DALAM MEMENUHI HAK NORMATIF DAN HAK MATERNITAS PADA INDUSTRI MANUFAKTUR DI KABUPATEN TEGAL TAHUN 2025

Abstract

The Manufacturing industri in Tegal Regency, which encompasses hundreds od efnterprises, has become a key of sector in absorbing female workers. The icreasing employment oppoturnities for women, raise concerns about the fulfillment of their normative rights and maternity rights. This research to analyze the role of the local government, particularly the Department of Industry, Transmigration, and Manpower of Tegal Regency, in Carying out its function as a regulator, dynamizer and facilitator in ensuring the protection of female workers. Using a descriptive qualitative approach, data werw collected through interview, obsevations, and documentation involving local government agencies, medium scale manufacturing companies, and female workers. The finding indicate that existing regulation are relatively supportive of women’s labor protectiob, yet their implementation still faces obstacles due to limited authority in supervision, insufficient outreacg of socialization efforts directly to female workers, and the suboptimal provision of supporting facilities such as lactation rooms. This study concludes that there remains a gap between regulation and social realities thus highlighting the need for more effective socialization and the provision of gender responsive facilities.
