Tenun Ikat Troso, an SME in Troso Village, Jepara, shares these challenges despite its cultural and economic potential. The COVID-19 pandemic worsened the situation, leading to a decline in market demand and limited access to promotional events. This study explores the role of the Troso Village Government in promoting Tenun Ikat Troso SMEs from 2021 to 2023, focusing on its roles as a facilitator, system integrator, motivator, and communicator. Using a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and document analysis involving SME actors, village officials, and local stakeholders. The findings indicate that the Troso Village Government actively facilitated access to capital, provided capacity-building training, promoted products through the Troso Festival, and supported cultural heritage recognition. Despite these efforts, challenges like fluctuating raw material prices, artisan regeneration, and dependence on annual events remain. Programs like Troso Festival have proven effective in increasing sales by 10-20%, benefiting artisans and expanding market reach. These findings highlight the importance of strengthening institutional capacity, fostering multi-stakeholder collaboration, and ensuring the sustainability of programs to revitalize community-based craft industries. This study contributes to the discourse on decentralized local economies and offers a governance model for sustainable SME development.
