The Tegal City Government has enacted Regional Regulation Number 9 of 2018 concerning the Maintenance of Public Order and Community Tranquility as the legal foundation for addressing PGOT-related problems. This study aims to analyze the government’s coordination in implementing the regulation using Leonard D. White’s coordination theory, which includes four key indicators: communication, division of tasks, leadership, and supervision. The research employs a descriptive qualitative approach, with data collected through interviews, documentation, and observation. The findings indicate that inter-agency coordination has been functionally established but has not yet operated in a systematic and sustainable manner. Communication remains informal, task distribution among agencies lacks integrated technical SOPs, leadership does not extend to operational implementation in the field, and supervision fails to include post-rehabilitation monitoring. The study concludes that although the number of PGOT cases declined between 2019 and 2023, it increased again in 2024 due to weak oversight and inter-regional coordination. Strengthening inter-agency coordination is essential to ensure the long-term effectiveness of the regulation’s implementation.
