The research method employs a descriptive qualitative approach with data collection techniques through interviews, documentation, and observations. The findings indicate that DP3A's organizational strategy is directed through the formulation of a vision, mission, and goals oriented toward women's protection. The program strategy is implemented through complaint services, victim assistance, public education, and the provision of Safe Houses. Regarding resource support strategy, DP3A has established 177 Women's and Children's Protection Networks (JPPA) as the frontline for victim assistance at the village level, although the capacity of JPPA members in psycho-social support still needs improvement. Additionally, DP3A has begun involving men through the Men’s Movement for Women and Children's Protection (Garpu Perak), although most of its members are from the older age group. The institutional strategy is pursued through the issuance of Semarang City Regional Regulation Number 7 of 2023 on Women's Empowerment and Protection. However, its implementation remains suboptimal as the Mayor’s Regulation as a derivative rule is still under preparation and requires cross-sectoral involvement. In conclusion, DP3A's strategy in Semarang City has been running relatively well based on Kotten’s strategy theory, but strengthening human resource capacity and refining regulations are necessary to achieve optimal protection for women victims of domestic violence.
