The development and management of green open spaces in Kendal has also been regulated in Kendal Regency Regional Regulation Number 2 of 2019 concerning the Management of Green Open Spaces in Kendal Regency. However, in the development of Green Open Spaces in Boja, it is suspected that there is a conflict of interest from the related parties. The conflict is the accusation of violating the Cultural Heritage Law on the former Boja Kawedanan building because the building is a relic of the Dutch colonial era and was built around the 1800s. The accusation of violating cultural heritage is because the former Boja Kawedanan building has been studied and proposed as a cultural heritage building in Kendal and suddenly part of the building in Gandok Kiwa and Tengen was demolished. This study uses a qualitative method with a case study research type and uses Ralf Dahrendorf's conflict of interest theory and mediation theory. This study uses data collection techniques by interview, observation and documentation. The sources interviewed by the researcher were the Kendal Regency Environmental Service, the Kendal Regency Education and Culture Service, the Kendal Regency Cultural Heritage Expert Team and Traders who occupy shelters in the Boja RTH. To test the quality of the data, the researcher used data triangulation techniques and reference materials. The results of the study show that the initial conflict in the development of Boja RTH occurred due to different perceptions, lack of communication and coordination between Kendal Regency Government agencies during the Boja RTH development process. Actors involved in the development of Boja RTH are DISHUB Kendal Regency, DLH Kendal Regency, DISDAG Kendal Regency, DPUPR Kendal Regency, DPMPTSP Kendal Regency, Kendal Regent's Expert Team, CV Athar and Cahaya Asaza and FORKOPIMDA. The conflict resolution mechanism in the construction of the Boja RTH uses a mediation process and results in conflict management using the concept of collaboration and compromise by implementing a win-win solution.}, pages = {1417--1423} url = {https://ejournal3.undip.ac.id/index.php/jpgs/article/view/50345} }
