Abstract
Touristification in Bali, particularly in the Canggu area, represents a socio-cultural transformation process that converts community and cultural potential into tourism commodities. This study aims to analyze the integration and harmonization of policies in developing tourism based on local wisdom. Employing a descriptive qualitative method, the research conducted in-depth interviews with eight key informants from government, business actors, and local communities, supplemented by literature reviews. The analysis utilized Candel & Biesbroek’s (2016) policy integration theory. Findings reveal suboptimal integration and harmonization of policies, with excessive focus on economic growth and insufficient attention to cultural and environmental balance. While the policy framework demonstrated strong integration through bottom-up alignment, policy objectives lacked coherence due to narrow economic prioritization, and tourism databases remained fragmented. Subsystem involvement showed moderate integration through role distribution among institutions, yet evaluation and reporting mechanisms were ineffective. Policy instruments, though supported by adequate regulations, suffered from inconsistent cross-institutional implementation, failing to address negative tourism impacts in Canggu. The study underscores the necessity of multiactor collaboration to achieve sustainable tourism development rooted in local wisdom, emphasizing holistic alignment of cultural, economic, and environmental dimensions.
