Although legal frameworks such as the Domestic Violence Act (Law No. 23/2004) exist, their scope is limited to domestic settings. This study explores the prevalence of DV at Diponegoro University (Undip), especially among female students, and examines the institutional responses to such cases. Using a qualitative approach with institutional theory (Scott, 2008) and the concept of DV (Murray, 2006), These obstacles include a lack of transparency in reporting mechanisms, minimal ongoing education, limited resources, and social stigma that prevents victims from reporting. These findings strengthen the view that dating violence does not only include physical violence, but also emotional and verbal violence. The study recommends strengthening DV education, improving reporting mechanisms, enhancing institutional capacity, and encouraging government involvement in promoting comprehensive campus policies to ensure a safe and violence-free academic environment.
