Abstract
Political participation is one of the important indicators in a democracy, including voting participation in regional head elections. This research discusses the participation of the boro in the 2020 Regional Head Election (Pilkada) in Wonogiri Regency. The boro are migrant workers from Wonogiri who have their own challenges in exercising their voting rights due to several factors such as social, economic and geographical factors. This research uses a qualitative method with a descriptive approach. Data was obtained through in-depth interviews with several migrants regarding their participation in the 2020 Regional Head Election. In addition, this research also analyses secondary data from KPU and Bawaslu reports related to voter participation in the 2020 Pilkada. The theory used in this research is political participation from Lester Milbrath which explains the factors that influence public participation in elections which include political stimulation factors, social characteristics, and situational characteristics. The results of this study indicate that the level of participation of the boro in the 2020 Pilkada in Wonogiri Regency tends to be low. The main factors influencing this low participation include limited access to information, declining economic conditions, and mobility difficulties due to the COVID 19 pandemic as well as due to new policies implementing health protocols that cause people to adapt to these new habits. This research provides insights into the challenges of boro political participation and the importance of more inclusive strategies in increasing migrant voter participation in the future. It is hoped that the results of this research can serve as a reference for policy makers in designing more effective and inclusive electoral policies.
