Abstract
The revision of Law No. 34/2004 on the TNI, passed on March 20, 2025, triggered protests in Surabaya that ended in clashes with security forces. The legacy of Dwifungsi ABRI and the swift legislative process raised public concerns over renewed military dominance. Cyber media plays a key role in shaping public opinion through framing. Using Robert M. Entman’s framing analysis on 24 detikJatim news reports, the study found a negative framing of protestors: portraying protests as public disorder (define problems), blaming them for clashes (diagnose causes), depicting them as anarchic (moral judgement), and emphasizing firm security actions (treatment recommendations). This framing weakened civil society’s legitimacy and reflected a lack of press social responsibility, highlighting the need for more balanced and independent media coverage.
