Abstract

This study aims to understand the experience of socialization related to Domestic Violence (DV) conducted by the Women's Empowerment and Child Protection Agency (DP3A) of Semarang City in the East Semarang area. This research involves two layers of perspective: first, the perspective of the program managers at DP3A to explore their experience in designing, implementing, and evaluating the DV socialization program, and second, the perspective of the community beneficiaries to understand the extent to which the socialization has impacted their awareness and understanding of DV. The study employs a critical phenomenological approach to explore the meaning of the informants' experiences and identify the structural inequalities that affect the program's implementation. Data was collected through in-depth interviews, literature review, and documentation, which were then analyzed using phenomenological steps, including the epoche process, transcendental phenomenological reduction, imaginative variation, and synthesis of meanings and essence. The results of the study indicate that although there is a strong commitment from program managers, the control exercised is still based on formal hierarchy, creating imbalances in the participation and roles of field implementers. Furthermore, despite the DV socialization program being conducted with an empathetic and data-driven communication approach, evaluation and monitoring in the field remain limited, leading to gaps in achieving program objectives at the community level. Overall, the experience of DV socialization reflects the need for the redistribution of power in decision-making processes so that the program's impact can be more evenly and effectively distributed across society.
