PT. PLN UP3 Kota Semarang adalah perusahaan BUMN yang berperan penting dalam menyediakan layanan kebutuhan listrik bagi masyarakat di Semarang yang memiliki target Zero Accident (tidak ada kecelakaan) dengan mendorong setiap unit untuk secara aktif menekan dan menjaga manajemen keselamatan dan kesehatan kerja di setiap unitnya. Kecelakaan kerja dapat memberikan dampak yang menimbulkan kerugian baik bagi korban maupun perusahaan terkait. Dalam mendukung upaya PLN, dilakukan penelitian pengendalian risiko kerja pada kegiatan pemeliharaan jaringan dengan pendekatan HIRARC (Hazard Identification, Risk Assement and Risk Control) dan JSA (Job Safety Analysis) untuk mengidentifikasi bahaya dan mengetahui dampak risiko yang mungkin terjadi di area kerja. Pengumpulan data dilakukan melalui observasi, wawancara, dan kuesioner penilaian risiko dengan nilai likelihood dan severity. Diperoleh nilai LI (Likelihood index) dan SI (Severity Index) tertinggi sebesar 77% dan 89% yaitu risiko terjatuh dari ketinggian, sedangkan nilai LI dan SI terendah sebesar 31% dan 40% yaitu risiko salah pemahaman saat briefing akhir. Rekomendasi pengendalian bahaya yang diusulkan meliputi perizinan bagi pekerja bersertifikat, pelatihan terkait ketenagalistrikan, kewajiban mengikuti SOP, inspeksi APD, dan implementasi teknologi digital untuk pemantauan kondisi kerja dan pelaporan insiden secara real-time guna meningkatkan efektivitas program K3.

Abstract

PT. PLN UP3 Semarang City is a state-owned company that plays an important role in providing electricity services for the people of Semarang which has a Zero Accident target (no accidents) by encouraging each unit to actively suppress and maintain occupational safety and health management in each unit. Work accidents can have an impact that causes losses for both the victim and the company concerned. In supporting PLN's efforts, work risk control research was carried out in network maintenance activities using the HIRARC (Hazard Identification, Risk Assessment and Risk Control) and JSA (Job Safety Analysis) approaches to identify hazards and determine the impact of risks that may occur in the work area. Data collection was carried out through observation, interviews and risk assessment questionnaires with probability and severity values. The highest LI (Likelihood Index) and SI (Severity Index) values were obtained at 77% and 89%, namely the risk of falling from a height, while the lowest LI and SI values were 31% and 40%, namely the risk of misunderstanding during the final briefing. The proposed hazard control recommendations include licensing for certified workers, electricity-related training, the obligation to follow SOPs, PPE inspections, and the application of digital technology to monitor working conditions and real-time incident reporting to increase the effectiveness of the K3 program.
