Penelitian ini bertujuan untuk mengidentifikasi bahaya fisik, menilai tingkat risiko, serta merumuskan strategi pengendalian risiko aktivitas penggunaan tangga oleh penghuni rumah susun dengan menggunakan metode HIRARC (Hazard Identification, Risk Assessment, and Risk Control). Pendekatan penelitian yang digunakan adalah kuantitatif deskriptif, dengan pengumpulan data melalui observasi langsung serta wawancara informal. Hasil penelitian menunjukkan bahwa aktivitas seperti membawa barang berat, bermain di tangga, dan menggendong anak merupakan aktivitas berisiko tinggi hingga ekstrem. Beberapa faktor risiko utama meliputi permukaan licin, pencahayaan minim, beban tidak seimbang, serta desain tangga yang tidak sesuai standar. Rekomendasi pengendalian yang diajukan meliputi pemasangan handrail ergonomis, perbaikan pencahayaan, pemasangan rambu peringatan, serta edukasi keselamatan kepada penghuni. Penelitian ini memberikan kontribusi dalam mengintegrasikan prinsip keselamatan kerja ke dalam lingkungan hunian padat melalui pendekatan sistematis dan berbasis data. At Pekunden Public Housing in Semarang, all vertical mobility depends solely on staircases without the support of elevators, proper lighting, or ergonomic handrails. This study aims to identify physical hazards, assess the level of risk, and propose appropriate risk control strategies related to stair use activities by residents, using the HIRARC method (Hazard Identification, Risk Assessment, and Risk Control). A quantitative descriptive approach was applied, with data collected through direct observation and informal interviews. The results indicate that activities such as carrying heavy loads, playing on the stairs, and carrying children pose high to extreme risk levels. Major contributing factors include slippery surfaces, insufficient lighting, imbalanced loads, and non-standard stair design. Recommended risk control measures include installing ergonomic handrails, improving lighting, placing warning signs, and conducting safety education for residents. This study contributes to integrating occupational safety principles into densely populated housing environments through a structured and data-driven approach.
