ANALISIS BULLWHIP EFFECT UNTUK MENGANTISIPASI KETIDAKPASTIAN DEMAND DENGAN METODE PERIODIC REVIEW (STUDI KASUS: PT KILANG PERTAMINA INTERNATIONAL RU IV CILACAP)

Kelemahan pada aliran informasi dan koordinasi menimbulkan distorsi informasi berupa terjadinya amplifikasi permintaan yang semakin besar pada upstreams channel dibandingkan dengan downstream channel yang dinamakan dengan fenomena bullwhip effect. Kehadiran bullwhip effect dalam perusahaan mengakibatkan tidak efisiennya rantai pasokan, seperti pada saat permintaan tinggi membuat perusahaan memproduksi barang dalam jumlah besar dan menimbun banyak safety stock. Mengantisipasi ketidakpastian permintaan dan terjadinya bullwhip effect mendorong PT Kilang Pertamina International (KPI) Refinery Unit (RU) IV Cilacap untuk cermat dalam pengelolaan rantai pasok. Tujuan penelitian ini yaitu untuk mengetahui nilai bullwhip effect dan mengetahui rekomendasi kebijakan level persediaan dan produksi yang optimal pada produk Pertalite, Avtur dan Automative Diesel Oil (ADO) untuk minimasi bullwhip effect yang terjadi. Metode yang digunakan yaitu perhitungan bullwhip effect dan metode periodic review untuk menentukan rekomendasi kebijakan persediaan. Dalam penelitian ini diperoleh hasil bahwa terjadi bulwhip effect di beberapa bulan dan dengan penerapan metode periodic review dalam menentukan rekomendasi kebijakan persediaan maka dapat menurunkan nilai bullwhip effect serta dapat mengantisipasi ketidakpastian permintaan.

[Title: Bullwhip Effect Analysis To Anticipate Demand Uncertainty With Periodic Review Method (Case Studi: PT Kilang Pertamina International RU IV Cilacap] Weaknesses in information flow and coordination lead to information distortion in the form of greater amplification of demand in upstreams channels compared to downstream channels, which is called the bullwhip effect phenomenon. The presence of the bullwhip effect in the company results in inefficient supply chains, such as when high demand makes the company produce large quantities of goods and hoard a lot of safety stock. Anticipating the uncertainty of demand and the occurrence of the bullwhip effect encourages PT Kilang Pertamina International (KPI) Refinery Unit (RU) IV Cilacap to be careful in managing the supply chain. The purpose of this study is to determine the value of the bullwhip effect and determine the optimal inventory and production level policy recommendations on Pertalite, Avtur and Automative Diesel Oil (ADO) products to minimize the bullwhip effect that occurs. The method used is the calculation of the bullwhip effect and the periodic review method to determine inventory policy recommendations. In this study, it was found that the bullwhip effect occurred in several months and by applying the periodic review method in determining inventory policy recommendations, it can reduce the bullwhip effect value and can anticipate demand uncertainty.
