ANALISIS KEANDALAN OPERATOR PENGENDALI KERETA MENGGUNAKAN METODE HEART (Studi Kasus : Daerah Operasi IV Semarang)

Abstract

Operator pengendali kereta merupakan elemen penting yang berkontribusi besar dalam operasi sebuah sistem. Akan tetapi, dalam melakukan tugasnya yang kompleks dan rumit operator mempunyai keterbatasan sehingga menyebabkan kesalahan pada saat menentukan strategi persilangan kereta yang dapat menyebabkan keterlambatan kereta. Untuk mengetahui seberapa besar keandalan operator pengendali kereta dan besar probabilitas kesalahan yang dilakukan guna meminimasi kesalahan, maka diperlukan perhitungan keandalan manusia dengan metode HEART.  Metode HEART (Human Error Assessment and Reduction Technique) merupakan metode yang digunakan dalam menentukan nilai keandalan manusia berdasarkan perhitungan kuantitatif dan juga penilaian bersama pakar/ ahli untuk memperoleh perhitungan HEP (Human Error Probability) dan nilai R (Reliability). Penelitian ini bertujuan untuk menganalisis keandalan manusia pada penentuan strategi persilangan kereta api akibat pekerjaan operator pengendali kereta yang kompleks dan sulit. Hasil penelitian berupa faktor-faktor penyebab kesalahan penentuan strategi persilangan, nominal reliability (R) yang didapat dari perhitungan 1-HEP, dan rekomendasi perbaikan untuk meminimasi kesalahan yang terjadi. Dari hasil perhitungan, didapat nilai probabilitas kesalahan/ HEP operator pengendali kereta sebesar 0.2000376, nilai keandalan/ reliability (R) sebesar 0.7999624. Dengan kata lain, apabila operator pengendali kereta melakukan sebanyak 4 kali penentuan strategi persilangan, 1 diantaranya akan mengalami kesalahan dalam menentukan strategi persilangan.

ABSTRACT

 

Operators are essential elements that contribute to the operation of a system. However, in performing their complex and complicated duties, operator has limitations that cause errors when the train crosses to determine strategies that can lead to train delays. To find out how much the reliability of train operators and controllers of the probability of errors made in order to minimize error, it use human reliability calculation method is HEART. Method HEART (Human Error Assessment and Reduction Technique) is a method used in determining the value of human reliability based on quantitative calculation and assessment with expert / experts to capture the HEP (Human Error Probability) and the value of R (Reliability). This research aims to analyze human reliability in the determination of the strategy due to railroad crossing control operator jobs are complex and difficult to train. The results form the causal factors determining the error cross strategy, the nominal reliability (R) is obtained from the calculation of 1-HEP, and recommendations for improvements to minimize the errors that occurred. From the calculation, the value obtained probability of error / HEP train operator control is 0.2000376, the reliability / reliability (R) is 0.7999624. In other words, if the train operator controllers perform 4 times the determination of strategies crosses, one of which will have an error in determining the crossing strategy.
