PENGUKURAN KINERJA KARYAWAN PT. PERTAMINA TERMINAL LPG TANJUNG PRIOK DENGAN PENDEKATAN HUMAN RESOURCES SCORECARD

Abstrak PT. Pertamina (Persero) Terminal LPG Tanjung Priok merupakan salah satu badan usaha milik negara yang bergerak di bidang gas dengan tugas utama sebagai tempat Penerimaan, Penyimpanan, dan Penyaluran gas di wilayah Jakarta dan sekitarnya. Sebagai salah satu Badan Usaha Milik Negara (BUMN) di Indonesia, Terminal LPG Tanjung Priok juga memiliki 2 penilaian kinerja yaitu penilaian kinerja organisasi dan penilaian kinerja karyawan. Penilaian kinerja organisasi yang ada di Terminal LPG Tanjung Priok sering disebut POSE atau Pertamina Operation & Service Excellent yang terdiri dari 13 elemen yang dinilai dari keseluruhan perusahaan. Berdasarkan hasil pengamatan terhadap hasil penilaian audit POSE, terdapat 4 elemen yang mengalami penurunan, empat elemen tersebut yaitu elemen 1 (Kepemimpinan dan Akuntabilitas), elemen 3 (Penilaian Resiko K3LL), elemen 12 (Customer Focus), dan elemen 13 (Manajemen Kontraktor dan Pihak Terkait). Tujuan paper ini adalah memberikan usulan model pengukuran kinerja dengan pendekatan Human Resoucerse Scorecard dengan mengidentifikasi Key Performance Indicator(KPI) terpilih yang dapat menunjang peningkatan nilai POSE dengan menggunakan rancangan HR Scorecard, serta cara menghitung bobotnya menggunakan Analytical Hierarchy Process. Mengukur nilai pencapaian kinerja masing-masing KPI dengan menggunakan metode Scoring System dan evaluasi hasil pengukuran kinerja dengan metode Traffic Light System. Pertamina (Persero) Tanjung Priok LPG Terminal is one of the state-owned business entities engaged in the gas sector with the main duty as a place for receiving, storing and distributing gas in the Jakarta area and its surroundings. As one of the State-Owned Enterprises (BUMN) in Indonesia, Tanjung Priok LPG Terminal also has 2 performance assessments. The performance evaluation of organizations in Tanjung Priok LPG Terminal is often called POSE or Pertamina Superior Operation & Services which consists of 13 elements added from all companies. Based on the assessment of POSE audit results, there were 4 elements that were rejected, these four elements were element 1 (Leadership and Accountability), element 3 (K3LL Risk Assessment), element 12 (Customer Focus), and element 13 (Contractor Management and Related Parties). The purpose of this paper is to provide an assessment model that is supported by the Human Resoucerse Scorecard with the approval of the selected Key Performance Indicator (KPI) that can support the increase in POSE value using the HR Scorecard design and how to calculate its weight using the Analytical Hierarchy Process. Measuring the acquisition value of each KPI by using the Scoring System method and evaluating the results of the performance appraisal using the Traffic Light System method.
