TINGKAT AKSESIBILITAS FASILITAS SOSIAL BERDASARKAN KONSEP UNIT LINGKUNGAN DI PERUMNAS BANYUMANIK KOTA SEMARANG

Abstract

Abstrak: Perumnas Banyumanik merupakan salah satu perumahan skala besar (massal) yang dibangun Perum Perumnas Reginal V Kota Semarang pada tahun 1978 sampai 1979. Perumnas ini dibangun dengan jumlah 5.024 unit terdiri tiga tipe (D21, D33 dan D36). Kualitas lingkungan perumnas yang berumur 34 tahun pada kondisi sekarang mengalami penurunan, menyebabkan penurunan minat penghuni mengakses fasilitas sosial yang ada di perumnas. Padahal seharusnya perumahan ideal mempertimbangkan kemudahan penghuni mengakses fasilitas sosial. Konsep unit lingkungan menjelaskan bahwa perumahan ideal adalah perumahan yang mempertimbangkan jarak, cara mengakses dan waktu tempuh yang singkat. Secara tersirat konsep tersebut mempertimbangkan akan akses yang mudah untuk meningkatkan minat mencapai fasilitas sosial. Penurunan tersebut dikhawatirkan juga menurunkan tingkat aksesibilitas fasilitas sosial yang sekarang. Oleh karena itu tujuan dari penelitian ini adalah untuk mengukur tingkat aksesibilitas fasilitas sosial berdasarkan konsep unit lingkungan di Perumnas Banyumanik. Berdasarkan hasil analisis yang telah dilakukan diketahui bahwa tingkat aksesibilitas fasilitas sosial di perumnas ini termasuk dalam kategori indeks aksesibilitas tinggi, dengan nilai indeks mencapai 2.40. Tingkat aksesibilitas tersebut paling tinggi pada fasilitas peribadatan (nilai indeks mencapai 2.58). Sedangkan tingkat aksesibilitas terendah pada fasilitas pendidikan (nilai indeks mencapai 2.14). Apabila ditinjau dari tipologi rumah, tingkat aksesibilitas sarana lingkungan tertinggi pada tipe rumah D33 dengan nilai indeks mencapai 2.45 (tinggi). Secara umum tingkat aksesibilitas fasilitas sosial di Perumnas Banyumanik dipengaruhi oleh radius pelayanan fasilitas sosial dengan nilai indeks 2.77 (tinggi), tingkat pencapaian dengan nilai indeks 2.06 (menengah) dan nilai indeks intensitas penggunaan 2.38 (tinggi). Tingkat pencapaian pada kemudahan menengah menjelaskan semakin tingginya penghuni perumnas yang mengakses fasilitas sosial di luar perumnas. Berdasarkan penelitian ini pemerintah diharapkan meningkatkan kualitas daya tarik fasilitas sosial yang ada di dalam perumnas untuk meningkatkan minat mengakses.

Abstract: Perumnas Banyumanik is one of mass housing that was built Perum Perumnas Reginal V Kota Semarang in 1978-1979. Perum Perumnas Reginal V Kota Semarang has built 5.024 unit consist of D21, D33 and D36. After 34 years the quality of Perumnas environment has decreased, that condition makes interest to access social facilities decreasing. Whereas the ideal housing should consider the ease of access to Perumas residents. The neighborhood unit concept explained the ideal housing has  consider the  distance, the way to access social facilities and short lapse of time. On the other side, that concept consider the ease of access to increase the interest to access the social facilities. That decreasing skeptically will decrease current accessibility level of social facilities. Therefore, the purpose of this research is to measure the accessibility rate of neighborhood social facilities based on neighborhood unit concept in Perumnas Banyumanik. The result based on analysis are the accessibility level of Perumnas social facilities is high with index value reaches 2.40. The highest accessibility rate is worship facilities  (index value reaches 2.58). Even though the lowest is educational facilities (index value reaches 2.14). The highest of accessibility rate of the neighborhood social facilities of house tipology  is D33 type with index value reaches 2.45 (high). Generally, the accessibility level of social facilities influenced by the services facilities radius with index value 2.77 (high), achievement rate with index value 2.06 (medium) and intensity of use rate with index value 2.38 (high). The intensity of use rate is medium explain that Perumnas residents who access the social facilities outside Perumnas is increasing. Based on this research, the government expected to increase the Perumnas social facilities attraction quality to increase housing residents  access interest.
