IMPLEMENTASI KEBIJAKAN PEMBANGUNAN JALAN TOL SEMARANG-BAWEN

Abstract

The toll road is a public road which is part of the system and the network of roads as national roads that users are required to pay the toll. The purpose of toll road which is in order to ease traffic in the area has grown. As part of Trans Java toll road, Semarang-Solo toll road have a strategic part significance for the development of the road network in Central Java in particular and also for the development of the road network in regional scale. The movement of the flow of traffic which passes through the streets of Semarang- Bawen-Solo is one of the liaison between the northern part of Java with the southern part of java.
Based on the above, this study will throw light on how the implementation of development policy Semarang toll road-Bawen goes with based on the the Act Number 38/2004. This research using the theory with regard to the implementation of variable size and the purpose of policy, resources, characteristic of an agent committee, attitude/tendency of the executor, communication between the organization and the activity implementor, and economic environment, social, and politics.The technique of the collection of data used through observation, interview documentation, and libraries and studies with the informant employees of PT. Trans Marga Jateng.
The results showed the implementation of development policy Semarang toll road- Bawen based on Six variable in achieving success implementation, not yet entirely succeeded. As for the aspects that support the implementation of this policy is to achieve clarity of policies set by the Government in realizing the Act Number 38/2004. While the barriers were found there on implementing aspects of the policy that lead even more on target implementation, environmental, and financial source of funding.
In overcoming barriers these there were some suggestions that can be done as a revision of the Act of land acquisition, supervision and auditing funds more rigorous, coordination more against the government, subscriptions toll road fees and implementing the system make use of nearby residents to be an employee at the gate toll, and make corporate social responsibility (CSR).
