Abstract
This research analyzes the effectiveness of the SIKER Platform which recorded the highest Open Unemployment Rate (TPT) in Central Java at 5.65% in 2025. The study evaluates how digital innovation in labor services bridges the gap between job seekers and market demand. Using a qualitative descriptive approach, the study employs Sutrisno’s effectiveness theory and George C. Edwards III’s policy implementation framework. Data were collected through interviews with the Semarang City Manpower Office (Disnaker), HR representatives, and Platform users. The findings indicate that while SIKER serves as a vital digital information portal, its overall effectiveness is categorized as a supporting system rather than a primary driver for competency development. Users primarily perceive SIKER as a job vacancy site, often overlooking its career assessment and training features. Key implementation challenges include limited socialization reaching non-digital active communities, insufficient human resources for consistent data updates, and fragmented internal coordination between bureaucratic units. Despite a strong legal foundation through Semarang Mayor Regulation No. 20 of 2021, technical constraints and limited digital literacy among users persist. The research concludes that for SIKER to significantly impact unemployment, it requires better cross sectoral integration, enhanced resource allocation, and broader outreach strategies to transform the Platform into a comprehensive human resource development ecosystem.
