EVALUASI PROGRAM PENGENDALIAN SAMPAH PLASTIK PADA PELAKU USAHA UMKM DI KELURAHAN BULUSAN KECAMATAN TEMBALANG KOTA SEMARANG

Abstract

The Plastic Use Control Program, implemented based on Semarang Mayor Regulation Number 27 of 2019 concerning Plastic Use Control, aims to reduce the use of single-use plastics and encourage the adoption of environmentally friendly alternatives. However, the use of single-use plastics and styrofoam remains common among MSMEs in Bulusan Village. This study aimed to evaluate the implementation of the program and identify the factors that hinder its implementation. A descriptive qualitative approach was employed, with data collected through interviews, observations, and documentation. The study applied the CIPP evaluation model combined with Outcome indicators to evaluate the program. The findings indicate that the program has not yet achieved its intended objectives. Most MSME actors continue to rely on single-use plastics and styrofoam due to their affordability, practicality, and the limited availability of suitable environmentally friendly alternatives. Furthermore, limitations in facilities and infrastructure, budget allocation, human resources, and monitoring activities have reduced the effectiveness of the program. Consequently, sustainable behavioral change among MSME actors has not yet been fully achieved. Strengthening inter-agency collaboration, improving monitoring mechanisms, and expanding access to affordable environmentally friendly packaging are therefore necessary to enhance the effectiveness of the program.
