This study aims to identify and analyze the relationships and roles of stakeholders in the development of Gedong Songo Temple as a tourism destination in Semarang Regency, and to analyze the factors that support and hinder stakeholder collaboration. This study used a descriptive qualitative approach. Data were collected through in-depth interviews, participant observation, documentation, and literature review, involving seven key informants selected using snowball sampling. The data were analyzed through data collection, data reduction, data presentation, and conclusion drawing. The analytical framework used the concept of stakeholder roles, including policy creators, coordinators, facilitators, implementers, and accelerators, as well as collaboration factors consisting of values, communication, trust, and policy. The findings show that the Department of Tourism, Museums, and Cultural Heritage of the Ministry of Culture, Perhutani, banking institutions, business actors, local community associations, and digital promotion media have distinct roles in destination development. Stakeholder relationships are formed through this division of roles. Collaboration is supported by preservation values, formal communication, institutional trust, and a clear policy framework. However, collaboration remains hindered by infrequent communication, the absence of agreement on extending the MoU, conflicting interests over revenue distribution, and the complexity of governance arising from the involvement of multiple authorities.}, pages = {193--207} doi = {10.14710/jmpp.v15i3.59868}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/59868} }
