Despite its considerable cultural and educational value, the museum's visitor numbers and tourism revenue remain relatively low compared to other tourism objects in the region. This study aims to analyze the roles of stakeholders in the development of Museum Dayu and to identify the driving and inhibiting factors that influence those roles. Using a descriptive qualitative research method, data were collected through in-depth interviews, observation, and documentation involving nine key informants. The results indicate that stakeholder roles were carried out by fourteen actors divided into five categories: policy creator, coordinator, facilitator, implementor, and accelerator. The Museum dan Cagar Budaya (MCB) acts as the leading sector supported by Disparpora Karanganyar Regency. The driving factors include institutional commitment between stakeholders, regulatory support, and institutional recognition from UNESCO and national agencies. The inhibiting factors include limited innovation and initiative of the museum's human resources, budget constraints for events and promotion, low community participation, and minimal involvement of the private sector.
