IMPLEMENTASI KEBIJAKAN PERATURAN GUBERNUR PROVINSI DKI JAKARTA NOMOR 9 TAHUN 2022 TENTANG RUANG TERBUKA HIJAU DI DKI JAKARTA

Abstract

Green Open Space (GOS) refers to areas that help maintain air quality and local climate, function as water infiltration zones, and provide space for community interaction and recreation. The government has responded to the importance of green open space by issuing a policy requiring 30% of urban land to be allocated as green open space. DKI Jakarta adopted this policy through Governor Regulation Number 9 of 2022 on Green Open Space. However, field findings show that the green open space area in DKI Jakarta only reached 5.17% in 2025. This study aims to analyze the implementation of Governor Regulation of DKI Jakarta Province Number 9 of 2022 and identify supporting and inhibiting factors. The Van Meter and Van Horn policy implementation theory is used in this study to examine driving and inhibiting factors. The research method used is descriptive exploratory, with data collection techniques through interviews, observation, and documentation. The results indicate that the 30% green open space target of the total area has not been achieved due to high development, population density, and limited land in DKI Jakarta. Maintenance of green open space has also not been optimized by implementing actors due to limited resources and low participation from the private sector and the public. The government should act flexibly by focusing on the equitable distribution of green open space in Jakarta in stages. Maximizing small-scale micro green open space and strengthening private sector and public participation can help facilitate consistent additions of green open space.
