ANALISIS FAKTOR PENENTU KEBERHASILAN IMPLEMENTASI KEBIJAKAN GREEN CAMPUS DI UNIVERSITAS DIPONEGORO

Abstract

This study aims to analyze the factors determining the success of the implementation of the green campus policy at Diponegoro University, which is aimed at improving the university’s ranking in the UI GreenMetric assessment as a form of the institution’s commitment to environmental sustainability. This study employs a qualitative descriptive method, with data collected through interviews, observations, and documentation. The analysis was conducted using George C. Edward III’s policy implementation mode, which encompasses four determinants of success: communication, resources, disposition, and bureaucratic structure. The results of the study indicate that regarding the success determinant of communication, although the policy has been disseminated through various media, understanding at the implementing unit level remains inconsistent, particularly regarding the required data standards. Regarding the success determinant of resources, no budgetary obstacles were found, but there were staff shortages in some units, as well as weakness in water management facilities. Among the factors determining the success of the initiative, leadership commitment was assessed as strong, and no resistance was found among the implementers. As for the determinants of success related to the bureaucratic structure, coordination among units is proceeding well, although standard operating procedures (SOP) are not yet available are not yet available at the coordinator level. Overall, the implementation of the green campus policy at Diponegoro University has been proceeding quite well, as reflected in Undip’s achievement of second place nationally in the UI GreenMetric assessment.
