IMPLEMENTASI KEBIJAKAN IDENTITAS KEPENDUDUKAN DIGITAL (IKD) DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN KULON PROGO

Abstract

Digital Population Identity (IKD) is a digital-based policy aimed at improving the effectiveness, efficiency, and accessibility of population administration and civil registration services. However, the implementation of the Digital Population Identity (IKD) policy in Kulon Progo Regency has not yet achieved the activation targets established by the government. This study aims to analyze the implementation of the Digital Population Identity (IKD) policy and identify the supporting and inhibiting factors affecting its implementation at the Department of Population and Civil Registration of Kulon Progo Regency. The research employed a qualitative descriptive approach using Riant Nugroho’s policy implementation theory and Van Meter and Van Horn’s implementation model. Data were collected through interviews, observations, and documentation, while source triangulation was used to ensure data validity. The findings indicate that the implementation of the IKD policy has been carried out in accordance with the applicable policy provisions and Standard Operating Procedures (SOP), but it has not yet been fully optimized. This is reflected in the low IKD activation rate, limited public participation, and the uneven utilization of digital population administration and civil registration services. Supporting factors include clear policy standards and objectives, the commitment of policy implementers, adequate resources, effective communication and coordination among implementing organizations, and support from both the central and local governments through public outreach and mobile service programs. Meanwhile, the inhibiting factors consist of low public digital literacy, limited ownership of compatible mobile devices, geographical conditions affecting internet access in several areas, low participation in public outreach activities, and public concerns regarding personal data security. The study recommends strengthening targeted public outreach, establishing Village IKD Activation Clinics, involving digital volunteers, enhancing collaboration with the Communication and Information Office and mobile network providers, and conducting regular monitoring of IKD activation achievements to optimize the implementation of the Digital Population Identity policy in Kulon Progo Regency.
