IMPLEMENTASI PENGENDALIAN ALIH FUNGSI LAHAN PERTANIAN PANGAN BERKELANJUTAN (LP2B) BERDASARKAN PERDA KABUPATEN MADIUN NOMOR 3 TAHUN 2020

Abstract

National food security faces threats due to the widespread conversion of agricultural land, driven by population growth and the increasing need for space for development. Madiun Regency, as one of the rice-producing regions in East Java, enacted Regional Regulation No. 3 of 2020 on the Protection of Sustainable Food Agricultural Land (LP2B) in response to these threats. This study aims to analyze the implementation of controls on the conversion of Sustainable Food Agricultural Land (LP2B) in Madiun Regency based on Regional Regulation No. 3 of 2020, as well as to identify the factors supporting and hindering its implementation. This study employs Van Meter and Van Horn’s policy implementation theory. The research method used is descriptive qualitative, with data collected through interviews, observations, and document analysis. The results indicate that the implementation of controls on the conversion of LP2B land in Madiun Regency has not been carried out effectively, as evidenced by the continued occurrence of illegal LP2B land conversion. Obstacles include the lack of detailed technical guidelines, limited resources, uneven public outreach, law enforcement that has not been carried out in accordance with regulations, and insufficient oversight of LP2Bs. To address these issues, the central government can develop clear technical guidelines, increase public outreach and education, develop economic incentives and farmer regeneration strategies, and strengthen oversight of LP2B and policy implementers.
