Abstract
Tidal flooding (rob) continues to affect coastal areas in Kecamatan Sayung, resulting in a decline in housing quality for 543 households in 2023. The Government of Demak Regency subsequently enacted Regent Regulation Number 4 of 2024 concerning Guidelines for the Implementation of Housing Construction and Rehabilitation Assistance for Disaster Victims through the Relocation Program. The relocation program introduces several requirements that potentially create disparities in assistance among disaster-affected residents. This study aims to analyze the success of the policy on housing construction and rehabilitation assistance for disaster victims through the relocation program in fulfilling the need for adequate housing for low-income families and communities in Sayung District, Demak Regency, as well as to examine the factors hindering its implementation. This study employs a descriptive qualitative method, with data collected through observation and interviews using purposive sampling techniques. The study applies William N. Dunn’s Policy Evaluation theory and Subarsono’s concept of policy implementation barriers. The results show that the policy of providing housing construction and rehabilitation assistance for disaster victims through the relocation program has not yet succeeded in fulfilling the need for adequate housing for low-income families and communities in Sayung District, Demak Regency because the policy has not been effective, efficient, sufficient, equitable, responsive, and appropriate in addressing the provision of adequate housing. The obstacles encountered include policy complexity, limited supporting resources, and the socio-economic conditions of the target groups. The recommendations include strengthening cross sectoral synergy in implementing the relocation program, expanding funding sources through partnerships with the private sector, increasing public outreach and education regarding the relocation program, and strengthening the economic empowerment of communities after relocation.
