As a developing tourist destination, Pagak Tourism Village requires community involvement at every stage of development to ensure that its tourism potential can be optimally utilized. This study aims to describe the process of community participation in the development of Pagak Tourism Village and to identify the internal and external factors that influence it. Informants were selected using purposive sampling, namely individuals chosen based on their experience and direct involvement in tourism village activities. This research employed a descriptive qualitative approach, with data analysis conducted through data reduction, data presentation, and verification using Atlas.ti. The findings indicate that community participation is active in the stages of implementation and benefit-taking, reflected through involvement in micro, small, and medium enterprises (MSMEs), atsiri agriculture, cultural arts, and tourism services. Conversely, participation in decision-making and evaluation remains passive due to the dominance of village officials in deliberation forums and the absence of a comprehensive evaluation mechanism. The internal factors examined consist of five aspects, knowledge and skills, personal motivation, livelihood, education, and gender. Of these, three factors, knowledge and skills, personal motivation, and livelihood, were found to influence participation, while education and gender had no effect. External factors influencing participation include stakeholder support in the form of training, assistance, and facility provision, as well as the role of mass media in disseminating information, although its utilization remains suboptimal.
