Abstract
Damage to facilities in several Child-Friendly Integrated Public Spaces (RPTRA) in Jakarta, including RPTRA Kalijodo, indicates that the management of public space facilities and infrastructure still faces various challenges. This study aims to analyze the roles of stakeholders in managing the facilities and infrastructure of RPTRA Kalijodo and to identify gaps between the ideal roles stipulated in Jakarta Governor Regulation No. 123 of 2017 and their implementation in practice. This research employs a descriptive qualitative approach through in-depth interviews with village and sub-district governments, the Provincial Office of Women’s Empowerment and Child Protection (DPPAPP), RPTRA managers, and user groups. The findings show that RPTRA management is conducted through a hierarchical mechanism; however, monitoring and evaluation remain situational and administrative rather than preventive. In addition, limitations in budget and human resources, restricted authority of RPTRA managers, and the suboptimal role of facilitators in providing information and education contribute to ongoing facility issues. This study recommends strengthening monitoring and evaluation mechanisms, enhancing cross-sector coordination, improving the capacity of RPTRA managers, and optimizing the role of facilitators and community participation to support sustainable RPTRA management.
