MEWUJUDKAN TRANSPORTASI PUBLIK BERKUALITAS: STUDI PUB LIC VALUE PADA PENGGUNA BALIKPAPAN CITY TRANS (Bacitra)

Abstract

This research is motivated by the increasing need for quality public transportation amidst the growing population and private vehicles in Balikpapan City, which impacts traffic congestion and low public interest in using public transportation. The presence of Balikpapan City Trans (Bacitra) as a public transportation system is expected to provide public value for the community. The pur pose of this study is to analyze the public value created by the implementation of Bacitra for users in the city of Balikpapan. The theory used in this research is the Strategic Triangle proposed by Mark H. Moore (1995), which emphasizes the creation of public value thru three main dimensions: service, trust, and outcomes. The research method used is descriptive qualitative with data collec tion techniques including in-depth interviews, field observations, and documentation, involving users and providers of Bacitra services. The research results indicate that in the service dimension, Bacitra is considered quite good in terms of comfort, cleanliness, and supporting facilities, alt hough there are still constraints regarding the quality of bus stops and punctuality. In the dimen sion of trust, public trust is built thru the professionalism of the officers and the reliability of the fleet, including vehicle roadworthiness tests. In the dimension of outcomes, Bacitra has facilitated public mobility and encouraged some users to switch from private vehicles, but it has not signifi cantly impacted traffic reduction. Driving factors include relatively good service and professional staff, while hindering factors are limited fleet size, route coverage, and traffic conditions. The advice given is that there is a need to improve the quality of bus stop facilities, expand service routes, and strengthen operational management to optimize the public value of Bacitra.
