ANALISIS KINERJA DINAS LINGKUNGAN HIDUP DALAM PENGELOLAAN SAMPAH DI KABUPATEN PEMALANG

Abstract

This research is motivated by problems in waste management in Pemalang Regency which shows that the performance of the Environmental Agency has not reached the target in the last three years. The purpose of this study is to analyze the performance of the Pemalang Regency Environmental Agency in waste management and to identify the driving and inhibiting factors of performance. The theory used is the organizational performance theory proposed by Agus Dwiyanto and the performance factors proposed by Armstrong and Baron. This study uses a qualitative descriptive research method with data collection techniques through interviews, observations, and documentation. The results show that the performance of the Pemalang Regency Environmental Agency in waste management is in the optimal category, but several observed symptoms are still not optimal. The driving factors for performance include personal factors, team factors, and leadership factors. The inhibiting factors consist of system factors and contextual factors. The suggestions given are: (1) DLH needs to optimize the performance of officers and strengthen field supervision by controlling transportation schedules and a mechanism for quick response to public complaints; (2) DLH needs to increase digital socialization through social media and official platforms as an effort to educate and increase public awareness of sustainable waste management.
