PROGRAM PELATIHAN DAN KUALITAS CAPACITY BUILDING DI BKPP KOTA SEMARANG

Abstract

This study was conducted at the Personnel, Education, and Training Agency (BKPP) of Semarang City and examines the effectiveness of capacity building training in improving the competence and performance of civil servants (ASN). The research addresses how effective the training is and identifies the supporting and inhibiting factors affecting its implementation. A qualitative case study approach was employed. Data were collected through interviews, observations, and documentation involving training administrators and ASN participants at BKPP of Semarang City. The results show that capacity building training contributes to the improvement of technical and managerial competencies, work attitudes, and the implementation of BerAKHLAK core values. However, the training has not yet been fully effective due to budget constraints, scheduling issues, partial mismatch between training materials and ASN needs, and limited post-training evaluation and follow-up. Leadership support and participant motivation were identified as key supporting factors. This study concludes that capacity building training at BKPP of Semarang City has been fairly effective but requires continuous improvement, particularly in needs-based planning and post-training evaluation to enhance ASN performance and public service quality.
