The SIPP program is of significant importance in the process of issuing National Identity Cards (KTP) because it can speed up the process. The purpose of this study is to describe and analyze the process of making National Identity Cards (KTP) and the collaborative governance process in the making of National Identity Cards (KTP) within the Kuningan SIPP program in Kuningan Regency. This research uses a qualitative method with a descriptive research type to provide a complete picture of the phenomenon being studied. Data collection techniques were carried out thru observation, interviews, documentation, and literature review. The research was conducted at the Kuningan District Civil Registration and Population Agency. The results of this study indicate that the process for making KTP is the same whether it's done in the office or thru the Kuningan Sinergi Integrasi Pelayanan Publik (SIPP) program, including printing, issuing, and distributing. The collaborative governance process for making KTP in the Kuningan Sinergi Integrasi Pelayanan Publik (SIPP) program involves activities between the Kuningan District Civil Registration and Population Agency (Disdukcapil) and other parties, such as applicants, the central government, and service support providers. This research concludes that there are differences in procedures related to first-time ID cards compared to lost and damaged ID cards. Additionally, in the context of the collaborative process, face-to-face dialog is the foundation for the other two aspects: building trust and mutual understanding.
