Abstract
Tobacco trading in Tlogomulyo District holds strategic value for the local economy, yet farmers often find themselves with low bargaining power within the market structure. This study aims to analyze tobacco trading governance patterns through a stakeholder governance perspective. The research method employed is descriptive qualitative, utilizing analysis tools such as the Stakeholder Salience Model, Stakeholder-Issue Interrelationship Diagram (SIID), and Policy Implementation Mapping (PIM). The results indicate that tobacco trading governance is characterized by Asymmetric Governance. Based on the Salience Model, manufacturers and local governments are identified as definitive stakeholders; however, structural control over pricing and quality standards (grading) is fully dominated by manufacturers, leaving farmers as dependent stakeholders. SIID and PIM analysis reveal information asymmetry and obstacles in implementing farmer protection policies at the field level. This study recommends strengthening the local government's role as a network manager, enhancing grading system transparency through digitalization, and empowering farmers' economic institutions to create a more inclusive and equitable trading governance.
