Abstract
This study discusses the implementation of the Child Friendly City (CFC) Policy in the Special Protection Cluster in Depok City. Although Depok City has Regional Regulation No. 15 of 2013 and has been committed to implementing CFC since 2010, its achievements are still ranked Nindya until 2024. This indicates that the fulfillment of indicators in the special protection cluster is not yet optimal. This condition can be seen from the high number of neglected children, the increase in children in conflict with the law (ABH), and the still high rate of violence against children. In addition, Depok City does not yet have a Child Crisis Center, even though this facility is important as an integrated service in handling special protection cases. This study uses a descriptive qualitative method with George C. Edwards III's implementation theory, covering the aspects of communication, resources, disposition, and bureaucratic structure. Data was obtained through interviews, observations, and documentation studies. The results of the study show that the Depok City Government has implemented various programs such as complaint services, case assistance, shelters, and cross-sector coordination. However, the implementation has not been fully effective because several mechanisms have not been running consistently, institutional support has not been evenly distributed, and core services such as a Child Crisis Center are not yet available. Supporting factors for implementation include local government commitment, clear regulations, and community involvement. Overall, the implementation of KLA policies in the special protection cluster in Depok City still needs to be strengthened, especially in terms of institutional aspects and coordination, so that Depok City can achieve the highest KLA rating.
