Abstract
Micro, Small, and Medium Enterprises (MSMEs) play a crucial role in promoting local economic development in the Province of DKI Jakarta; however, they continue to face various challenges in business development. To address these issues, the Provincial Government of DKI Jakarta launched the Jakpreneur Program as stipulated in Governor Regulation of DKI Jakarta Number of 020, which provides seven supporting facilities for entrepreneurs. In practice, the program still encounters several issues, including low continued participation, a decline in the number of participants, and the limited performance of program facilitators. This study aims to evaluate the implementation of the Jakpreneur Program in South Jakarta, focusing on the districts of Kebayoran Lama, Pancoran, and Tebet. A descriptive qualitative approach was employed using interviews, observations, and documentation, with data analysis based on William N. Dunn’s program evaluation criteria. The findings indicate that while the Jakpreneur Program has contributed to improving MSMEs’ business capacity, its implementation has not been evenly distributed across districts. Kebayoran Lama demonstrates good practice in engaging young entrepreneurs, Pancoran experiences low sustainability of participant involvement, and Tebet faces coordination challenges among local government agencies despite being responsive in facilitating access to financing. Therefore, strengthening evaluation mechanisms and inter-agency coordination is necessary to ensure the program becomes more targeted and sustainable.
