Abstract
This study aims to analyze the implementation of waste bank management policy in Pedurungan District, Semarang City, and to identify supporting and inhibiting factors in its implementation. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The research informants include waste bank managers, sub district government officials, and community members as customers. The analysis refers to Grindle’s policy implementation theory, which emphasizes two aspects: the content of policy and the context of implementation. The findings indicate that the implementation of the waste bank policy in Pedurungan District has been carried out, but it has not yet been optimal. The lack of optimization is due to a gap between policy design and field conditions. The main obstacles include limited facilities and infrastructure, insufficient funding, low public awareness and participation, and lack of government assistance. Nevertheless, supporting factors exist, such as regulations and the active role of waste bank managers. In conclusion, the waste bank policy contributes to reducing household waste but its effectiveness remains limited. The study recommends strengthening public socialization, increasing funding support, and enhancing collaboration among government, managers, and the community to make the program more effective and sustainable.
