This is especially important for low-income communities, as they often face greater economic challenges, including in terms of decent home ownership. For this reason, the government through BP Tapera presents the Tapera Program as a sustainable long-term financing scheme for MBR including Laborers. However, since the issuance of government regulations related to Tapera, there have been cons in the community. Many workers / laborers reject the contribution scheme which is considered burdensome. This study aims to analyze the suitability of the content of the Public Housing Savings (Tapera) policy with the needs of workers in Semarang City and identify the factors of policy rejection by workers. This research uses Bridgman & Davis' policy dimension theory and Leo Agustino's rejection factor theory. The results of this study found that although Tapera has clear objectives and legality, the content of the policy has not been fully responsive to the conditions and needs of laborers. The burden of contributions that are considered burdensome, the lack of socialization, and the unclear benefits are the main causes of labor rejection. In addition, the basic assumption of the policy that relies on a mandatory contribution scheme of 3% of salary is considered unrealistic considering the limited salary of workers.
