However, the management of this tourism village still faces several obstacles such as lack of supporting infrastructure, limited promotion, low community involvement, and lack of coordination between stakeholders. Tourism management institutions, such as the Tourism Awareness Group (Pokdarwis), play an important role in increasing the effectiveness of tourism village management. This study aims to analyze the institutional aspects of the management of Limbasari Tourism Village in Purbalingga Regency using Scott’s institutional theory (2001), which consists of three main pillars: regulative, normative, and cognitive. The research employs a qualitative approach with a case study method. Data were collected through in-depth interviews with key stakeholders, including the Tourism Office, Pokdarwis, BUMDes (village-owned enterprise), and local community members. The findings indicate that, on the regulative pillar, village tourism management is supported by formal legal instruments such as regional regulations and a tourism master plan, although there are still challenges in local-level implementation and understanding of the regulations. The normative pillar reveals relatively high community participation, although it remains informal and uneven. In the cognitive pillar, both community members and managers have a positive perception of the benefits of tourism, yet differences in understanding and alignment among stakeholders still exist. This research also identifies several institutional barriers, including limited human resources, inadequate infrastructure, internal conflicts, weak inter-institutional synergy, and high dependency on government support. While efforts toward digitalization and sustainability have begun, they have not yet been systematically integrated into the institutional framework.
