ANALISIS KINERJA DINAS PEKERJAAN UMUM DAN PENATAAN RUANG (PUPR) KABUPATEN KUDUS DALAM PENGELOLAAN DRAINASE SEBAGAI STRATEGI PENCEGAHAN BANJIR

Abstract

Flooding and waterlogging remain ongoing problems in Kudus Regency. These issues indicate that the measures taken to address them have not been fully effective, necessitating an evaluation and improvement of the drainage management system as well as coordination among relevant agencies. The Public Works and Spatial Planning Agency (PUPR) of Kudus Regency is the government agency responsible for infrastructure development, including drainage system management. The objective of this study is to analyze and describe the performance of the Public Works and Spatial Planning Department of Kudus Regency, as well as the factors influencing performance in drainage management. The research method used is a qualitative descriptive approach. This study uses Agus Dwiyanto's organizational performance theory, which includes productivity, service quality, responsiveness, responsibility, and accountability. The factors influencing performance are viewed from personal factors, leadership factors, team factors, and system factors. The results of the study show that responsiveness and responsibility have been optimal, but productivity in drainage management has not been maximized because there are still drainage points that have not been built. Service quality in drainage management has not been optimal. Accountability still needs to be improved, especially regarding the presentation of the latest information. Performance barriers include budget constraints, lack of facilities and infrastructure, and lack of public awareness. Meanwhile, leadership, personal factors, and teamwork are performance drivers. The researcher recommends that the PUPR office improve the supervision and monitoring system for drainage channels. Information updates can be done by setting a regular schedule and assigning a specific person in charge, as well as making efforts to raise public awareness through socialization and the use of information media.
