Identitas Kependudukan Digital (IKD) is present as a population administration innovation that aims to make it easier for the public to access public services digitally without relying on physical documents. However, the achievement of IKD activation in Semarang City is still far from the national target set, which is 30%. This study aims to analyze internal and external factors that influence the low achievement of IKD and formulate appropriate improvement strategies based on a strategic management approach. This study uses a descriptive qualitative method with data collection techniques through in-depth interviews, policy documentation, and literature studies. The strategy analysis was carried out using the SWOT analysis approach and litmus test and is based on the strategic planning theory according to Bryson (1995) which emphasizes the importancea systematic approach by public organizations to help them respond effectively to internal and external challenges through the identification of strategic issues and clear, goal- based decision making. The results of the study indicate that internal factors include limitations in digital infrastructure, internal coordination, and quality of human resources, while external factors include community resistance, concerns about data leaks, and suboptimal cross-sector synergy. This study recommends a strategy based oncollaboration, policy advocacy, increasing digital literacy, and digitalization of public servicesto encourage acceleration of IKD achievement.}, pages = {497--513} doi = {10.14710/jppmr.v14i3.53538}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/53538} }
