Abstract
Looking at the issue of the importance of maintaining a child's growth and development, the government has made several policies to regulate this matter. One of these policies is the issuance of Presidential Regulation Number 25 of 2021 concerning the Policy for Child-Friendly Districts/Cities. The aim of this regulation is to realize all cities and regencies in Indonesia as Child-Friendly Cities (KLA) and to fulfill children's rights and special protection in accordance with what is stipulated in Law Number 23 of 2002 concerning Child Protection. Then came the Semarang City Regional Regulation Number 1 of 2023 which regulates the implementation of Child-Friendly Cities in Semarang City. This regional regulation explains that it is not only the duty of the city government to implement child-friendly city policies, but also the district and neighborhood governments need to participate in the success of the Child-Friendly City implementation. This research method uses qualitative with data collection techniques through interviews, observation, and documentation. This study uses the Semarang City Regional Regulation Number 1 of 2023 on the Implementation of Child Friendly Cities. The results show that Semarang Barat District is assessed to have succeeded in implementing children's rights by making various efforts to meet children's rights in each of the Child Rights Cluster indicators as per the Semarang City Regional Regulation Number 1 of 2023 on the Implementation of Child Friendly Cities. However, Semarang Barat District still has some shortcomings such as the reporting system is less flexible.
