Abstract
Jepara Regency is known as "Jepara City of Carving" and The World Carving Center with furniture production with an export value in 2024 of 302.7 million US dollars with 3,945 furniture industry units and 57% of the total population aged 15 years and over involved in manufacturing businesses, especially carved furniture businesses. To protect and guarantee the existence of carved furniture as the main commodity of the region, the Jepara Regency Government issued Jepara Regency Regional Regulation Number 2 of 2014 concerning Protection, Empowerment, and Development of the Furniture Industry. This study will focus on How the Implementation of Jepara Regency Regional Regulation Number 2 of 2014 concerning Empowerment, Protection, and Development of the Furniture Industry related to the Skills Improvement Program in Various Education and Training in Jepara Regency and the supporting factors or inhibiting factors. The method used is a qualitative phenomenological method, with interviews. The results of the analysis show that the implementation of Jepara Regency Regional Regulation Number 2 of 2014 concerning Empowerment, Protection, and Development of the Furniture Industry related to the Skills Improvement Program in Various Education and Training in Jepara Regency is still not optimal. This is influenced by the low level of participation of furniture entrepreneurs and the younger generation. The wages of carved furniture workers are relatively low, the difficulty of marketing and raw materials for carved furniture businesses and the large capital needed to start a carving business, the ability of SMK 2 Jepara graduates majoring in carving and young carvers is still lacking. Meanwhile, factors that support the sustainability of the implementation of these regulations are the existence of easily accessible SOPs, budget availability, good and effective communication, and the strong commitment of the Jepara Regency Government..
