Prisoners with disabilities are a vulnerable group entitled to proper health services, yet the realization in the field still faces various challenges. This study aims to analyze the implementation of health services for prisoners with special needs (disabilities) at the Class 1 Cipinang Detention Center and to identify the supporting and inhibiting factors in its implementation. This research uses a qualitative approach with a descriptive method. Data collection techniques include in-depth interviews, observations, and document studies involving relevant informants within the Cipinang Detention Center. The results indicate that health services for prisoners with disabilities have shown some progress, such as the provision of wheelchairs, clinic services, and assistance efforts. However, these services have not fully accommodated the specific needs of disabled inmates. Supporting factors include a clear bureaucratic structure, the existence of standard operating procedures (SOPs), and staff commitment. The implementation of health services for prisoners with disabilities at the Cipinang Detention Center has demonstrated positive efforts but is not yet ideal. Therefore, strengthening human resources, providing staff training on inclusive communication and services, and improving disability-friendly health facilities are necessary. Cross-sector collaboration is also essential to achieve more just and humane health services.
