The aim of this research is to analyze the implementation of the policy and the inhibiting factors that arise during the process. The data collection techniques employed in this study use a descriptive qualitative method by gathering information through observation, interviews, literature review, and documentation. Informants include representatives from the Semarang City Environmental Agency, business actors, and members of the community as consumers. The findings reveal that although the policy has been implemented with regulatory support, such as Semarang Mayor Regulation Number 27 of 2019, its implementation has not been optimal due to low public awareness, limited availability of environmentally friendly alternatives, and weak supervision, particularly in the informal sector. On the other hand, support from large-scale business actors and strong governmental commitment serve as driving factors in sustaining this policy. This study recommends the need for strengthening policy implementation strategies through more intensive and educational public outreach, active involvement of all segments of society and business actors, and the development of an integrated monitoring and evaluation system. Therefore, the plastic bag reduction policy in Semarang City is expected to be implemented more effectively, consistently, and sustainably in the long term, in order to realize a cleaner and more sustainable urban environment.}, pages = {390--401} doi = {10.14710/jppmr.v14i3.53191}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/53191} }
