Abstract
Early marriage remains one of the complex social issues in Indonesia, especially in rural areas such as Selo District, Boyolali Regency. This study aims to analyze the effectiveness of stakeholder collaboration in reducing early marriage rates and to identify the supporting and inhibiting factors within the cooperation. The research adopts a qualitative approach by employing in-depth interviews, document studies, and observation. The analysis is based on the collaborative governance theory developed by Ansell and Gash. The findings reveal that although there have been collaborative efforts from village governments, religious offices (KUA), community leaders, and civil society organizations, policy implementation still encounters obstacles such as unequal resource distribution, limited active participation, and low public awareness of the risks associated with early marriage. The study concludes that the success of stakeholder collaboration is significantly influenced by open communication, facilitative leadership, and clear institutional arrangements. The study recommends strengthening local capacities and integrated public education efforts to support more effective and sustainable early marriage prevention policies.
